The Nobles County Speedway
Incorporated shall hereafter be simply referred to as NCSI throughout the rules
descriptions. (Note: The following rules are for the 2008 season. The NCSI
Executive Committee may make interpretation of or amendment to, these rules at
any time. The rules and / or regulations sets forth herein are designed to
provide for the orderly conduct of racing events and to establish minimum acceptable
requirements for such events. These rules shall govern the condition of the
event and, by participating in the events, all participants are deemed to have
complied with the rules and / or regulations. They are intended as a guide for
the conduct of the sport and in no way a guarantee against injury or death to
participants.

(RULES –2008)
GENERAL
RULES
1.
NCSI
Race Rules shall apply.
2.
NCSI
officials are in charge of the event; any competitor may be disqualified for
rules violations, hazardous equipment or hazardous actions at the discretion of
our track officials.
3.
All
vehicles are subject to inspection at any time by NCSI inspectors.
4.
Approval
of any racecar by a NCSI official shall mean that the vehicle is approved to
participate in a competitive event and shall not be construed in any way to
mean that the inspected vehicle is guaranteed mechanically sound or safe. NCSI
or any NCSI official shall not be liable for any mechanical failure nor for any
losses, injuries or death resulting from it.
5.
Drivers,
owners, and crewmembers will conduct themselves as professionals. Any
unsportsman like conduct by drivers, owners, and/or pit crewmembers shall be
grounds for disqualification and/or punitive action by the NCSI. This will be
strictly enforced. NOTE: Drivers are responsible for the conduct and
actions of their owners and pit crewmembers.
6.
Drivers
or pit members prior to, or during a NCSI event will consume NO
alcoholic beverages. Any use, distribution or sale of any illegal drug will
result in immediate suspension from NCSI events.
7.
All
drivers must be at least 13 years of age
(proof of age is required). Drivers under 18 years of age must have a signed
and notarized Parental Consent Form by parent or legal guardian. The required
form must be given to the NSCI official before the individual can participate
in any event.
8.
NCSI
track points are awarded to the car in the hornet class.
9.
All
drivers in this class must purchase a NCSI license at the cost of $30.00 to run
this class.
10.
Drivers
racing in the hornet class division cannot race in any other class for the
night. This applies to the hornet
division only
11.
Heat
races- less than 10 cars, one heat race and feature, greater than 10 cars, two
heat races and feature, lineup will be

DRIVERS
EQUIPTMENT
1. Five point safety belt, (sub belt, shoulder harness, and lap belt), helmet, fire suit, neck brace, fire resistant gloves, and fire resistant shoes.
2. Driver’s window net mandatory.
3. Car number must be clearly marked 24” height and 3” stripe width, must also have number on roof at least 18” height and 3” stripe width. Car must have at least 4” number on front and back of car, so driver can read.
4. Detachable racing steering wheel is optional.
FRAME & BODY
1. Any 4-
cylinder car with the maximum wheelbase of 104” and a complete OME body and
frame.
2.
Frame
must match body (GM to GM, Ford to Ford, etc).
3.
The
motor must be in stock position. Frames cannot be altered to fit motor.
4.
All bodies must be OEM steel and strictly stock. After market nose
pieces are allowed be must not extend
below the bumper.
5.
No altering or channeling of the body is allowed. Nothing is allowed to
alter the stock appearance such as
wings, spoilers, skirts or air scoops.
ROLL CAGE
1.
A
full perimeter four post roll cage with an X-brace in rear and rear kickers
must be used. Roll cage must be securely welded to the frame. Roll bar fire
retardant padding is required in the driver’s compartment. Perimeter posts must
be mounted on 6”x 6” steel plate to floor or rocker area, or using ¼”x 2” x3”
angle iron welded full length of rocker. Must have at least one cross bar in
top halo of roll cage.
2.
Driver’s
door must have three door bars with a support bar on passenger side anchored to
the roll cage. Door bar plate allowed.
3.
Minimum
1.666” outside diameter and .095” thick tubing for cages and door bars.
4.
No
square tubing or galvanized pipe is allowed in making roll cage.
SUSPENSION
1. Must be original type suspension, no reinforcement allowed.
2. No after market suspension parts allowed. No add-on quick steer boxes allowed.
3. No racing shocks, no air shocks, no truck shock, no racing springs, etc.
4. Brakes on all four wheels must work. No brake shut off devices allowed. No after market brake petal assemblies allowed. Master cylinder must be in stock position. No balance bars. OEM brakes only.
5. No spacer, lumber or chains allowed.
6. One OEM shock stock shock, per wheel, in original mounts. No racing shocks, no air shocks, and no truck shocks.
7. The rear wheels on all front wheel drive cars must track
straight ahead. No alignment change to benefit cornering.
WHEELS
AND TIRES
1. Stock or DOT passenger tires with 7” max tread width. No recaps.
2. No mud, racing or fancy exotic, trick gumball and recap tires are allowed. No sipping, softening, grooving or conditioning tires.
3. Oversized steel 1” lug nuts are mandatory on the right side.
4. Steel wheels only. Maximum offset is 4 ½”.
TRANSMISSION-
REAR END
1. Stock OEM transmission as per specs for the car. No aftermarket parts are allowed. All forward and reverse gears must be operational. It must be able to go forwards and reverse on demand.
2.
Original drive train only.
3.
No
traction control devices, no limited-slip, no pos -traction, or welded
differentials allowed.
2.
No
digital gauges, timing controls or oxygen sensors allowed.
3.
One
12-volt non-adjustable ignition box and coil allowed. Must be mounted out of
driver’s reach.
4.
No
adjustable ignition boxes.
5.
No
electronic traction control devices.
1. Stock carburetor/ fuel system for that
make, model, and year. No alterations allowed.
2.
Gasoline
only, no fuel enhancing additives of any kind. Racing fuel is legal. Cars will
be checked on random basis.
3.
Gas
tank must be located in stock position unless located behind rear axle in which
case tank must be removed and fuel cell must be installed. Car must use a fuel
cell, 8 gallon maximum with container (if applicable). Must be secured and
located as far forward as possible in trunk area.
4.
Mandatory
firewall must be between driver and fuel cell.
5.
Cars
running with stock fuel tanks and or carbureted engines must use fuel pump.
6.
Fuel
injection cars using fuel cells are allowed to use after market inline electric
fuel pumps.
7.
All
electric fuel pumps (stock or aftermarket) must have a shut off within reach of
the driver and hooked through oil pressure switch.
BATTERY
1. One 12- volt battery can remain under the hood or may be moved behind the driver and securely mounted in an approved bracket.
1. The engine must be strictly stock for the model and make of the car and be in original mounts. (Example Ford to Ford GMC TO GMC). Cars must have been built with the motor it is running.
2.
No
limit on cubic inches.
3.
No
changes are allowed on anything. No aftermarket parts and no performance
enhancing parts are allowed.
4.
No
headers are allowed, must be original exhaust manifolds. Exhaust must extend
past the firewall.
5.
No
porting or polishing or altering of any kind is allowed on the motor.
6.
No
aftermarket headers or exhaust manifolds that are not factory for make, model
and year of car. Only factory headers for make, model and year of car allowed.
7.
No
turbo/supercharged engines allowed.
8.
Must
use stock radiator for make, model and year of car.
9.
No
auxiliary cooling allowed.
ENGINE CLAIM
1. Must be a member of the NCSI, have your membership card in hand.
2. Must have raced three consecutive nights at NCSI before a claim will be allowed.
3. The complete car is claimed for $550.00, plus the exchange of the claiming drivers car. Safety harness, racing seat, and other safety equipment stay with the driver being claimed.
4. Any driver wishing to claim a car must pull directly to the tech area. That driver will pull a pill from 1-5 and that is the driver that they will be allowed to claim. If the person claiming decides that they do not want that car they will still be charged on claim on the claim card. All drivers in the top five each race night are eligible to be claimed and must pull directly to the claim area.
5. The
claiming driver’s car must enter the tech area under it’s own power. The car
claim must be made known to the NCSI tech official within five minutes from the
completion of the feature race. Only the driver can make this claim.
6. Drivers are allowed only one claim per event regardless of the out come.
7. Only the driver may claim a car and only the driver may agree to sell or refuse to sell the car. First decision to sell or no sell by the driver will be binding.
8. Refusal of first claim to sell your car will result in disqualification, loss of all season points from NCSI, forfeiture of money won, suspension of four racing nights from NCSI, and a $550.00 fine for refusing claim.
9. A driver caught claiming a car for anyone other than himself will loose all NCSI points for the season and will be suspended for two racing nights and fined $500.00 that will be paid directly to NCSI.
10. No driver can claim more than two cars at NCSI during that racing season.
11. No driver can claim more than one car from the same driver at NCSI during that race season.
TECH OFFICIALS AT NCSI WILL HAVE THE FINAL DECISION ON ALL
INTERPRETATION OF CLASS RULES!!
